Sounds like the penalties for animal abuse are worse in France than the U.S. I swear people responsible for intentional cruelty like this should be on offender lists just like sex offenders. I don't know of anyone who could do something like this who wouldn't be a danger to other people. Neglect is different -- it can be the result of poverty or mental illness (such as hoarding or dementia issues) or some temporary problem. It should still be pursued but active cruelty is a sign of other risk factors.
I first saw this story via the Muslims Against ISIS facebook page; someone there was trying to imagine the trauma of the poor animal who would never be able to understand why they were suddenly being treated this way. To me it looks like it is suffering from far more than just shock and dehyrdration; as dangerous as it is to anthropamorphise animals, I would swear that it was at the point of giving up and just letting itself die.
